The City of Gliwice intends using the proceeds of a loan from the European Bank
for Reconstruction and Development (the \"Bank\") for a project to modernise and
extend the network of sewers to increase the share of the population connected
to a newly built waste water treatment plant from 72 to 97 per cent and enable
compliance with EU Urban Wastewater Directives. The project includes a corporate
development programme for the water company PWiK and a creditworthiness
enhancement programme for the City. The proposed project, which has a total
estimated cost of EURO 70 million equivalent, will require the procurement of
the following goods, works and services: Extension or rehabilitation of 84 km of
sewer network and a further 64 km of drainage lines, as well as construction of
5 pumping stations to be procured in up to 8 separate works contracts, of which
4 will be funded by the Banks loan. Consulting Services in relation to a
creditworthiness enhancement creditworthiness enhancement. Tendering for the
above contracts is expected to begin in late 2002. Contracts to be financed with
the proceeds of a loan from the Bank will be subject to the Banks Procurement
Policies and Rules and will be open to firms from any country. The
creditworthiness enhancement consultancy services will be restricted to
consultants eligible for the Banks Danish Trust Funds. The proceeds of the Banks
loan will not be used for the purpose of any payment to persons or entities, of
for any import of goods, if such payment or import is prohibited by a decision
of the United Nations Security Council taken under Chapter VII of the Charter of
the United Nations or under a law of official regulation of the Purchasers
