The State Unitary Enterprise Vodokanal of St. Petersburg, hereinafter referred to as the Purchaser, intends to use part of the proceeds of a loan from the European Bank for Reconstruction and Development (hereinafter the EBRD) towards the cost of the St. Petersburg Water and Environmental Services Project. Tendering for contracts to be financed with the proceeds of the loan from the EBRD is open to firms from any country. The proceeds of the Banks loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. Associated Services include provision of specialist staff on a Day Work basis to assist Vodokanal staff with the installation and testing of the Goods. Any tenderer offering goods that are not certified for installation and use in Russia must, in order to qualify for contract award, commit itself to obtain for such certification before contract award.
