Government of Sri Lanka has applied for a grant from the International
Development Association (IDA) toward the cost of implementation of the Second
Community Water Supply and Sanitation Project (CWSSP II) within selected areas
in Central and North Western Provinces, and intends to apply part of the grant
proceeds to payments for providing the required technical assistance for the
project implementation. The period of implementation of the project will be for
a period of six years, beginning July 2003. For this purpose, it is intended
that a competent consultancy firm will be engaged, to provide the required
services. The aim of providing technical assistance is to strengthen the sector
reform process by: (i) providing guidance to effective and efficient
implementation of the CWSSP II at national, provincial and local levels; and by
(ii) providing assistance and support to key organizations, i.e., Rural Water
Supply and Sanitation (RWSS) Division of the Ministry of Housing and Plantation
Infrastructure and Provincial Councils (Central and North Western) to develop
the knowledge, skills, motivation and means to fulfill their roles and
responsibilities in the implementation of CWSSP II and Sector Development
activities. The technical assistance is expected to commence in July 2003.
Services are initially required for three years with the possibility of
extension to cover the remaining period of implementation of the project. The
RWSS Division now invites eligible foreign or local firms of consultants to
express their interest in providing the services. Interested firms of
consultants must provide information indicating that they are qualified to
perform the services. The aspects which will be considered in short listing of
the consultants will be: status of registration, overall experience of the firm,
experience in rural water supply and sanitation sectors including
implementation, experience in the Asian region and in Sri Lanka, availability of
the relevant staff, financial status of the firm, intended local participation
and the country of origin of the firm. The short listed firms will be invited to
submit the proposals subsequently. A consultant will be selected in accordance
with the procedures set out in the World Bank’s Guidelines: Selection and
Employment of Consultants by World Bank Borrowers, January 1997 (revised
September 1997, January 1999 and May 2002). Interested consultants should
forward their expression of interest to the address below by 28 April 2003.
