This Invitation for Tenders follows the General Procurement Notice for this project that was last published in Procurement Opportunities, dated on 14th May 2004 and an update was published on 2nd June 2005.

ZGOS, the Municipal Solid Waste Management Company of the City of Zagreb, hereinafter referred to as “the Employer”, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of the Jakuševec Landfill Rehabilitation Project. Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from any country. The proceeds of the Bank’s loan will not be used for payments to persons or entities or for any import of goods if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.

The Employer now invites sealed tenders from contractors for the following contract Package A-3/1 to be funded from part of the proceeds of the loan:

Improvement/Upgrade of the Leachate Treatment Plant at the Jakuševec Landfill – Building and Engineering Works.

Expected time for completion of works is 12 months.

To be qualified for the award of a contract for, tenderers must satisfy the following minimum criteria:

(a) Average annual turnover as prime contractor (defined as billing for works in progress and completed) over the last 3 years of Euro 2.5 million (two and a half million Euros) or equivalent.

(b) Successful experience as designer and prime contractor in the execution of at least three projects of a nature and complexity comparable to the proposed contract within the last 3 years.

(c) Successful experience in operation and maintenance of a leachate treatment plant or similar installation.

(d) The tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the construction cash flow for the contract for a period of 4 months, estimated as not less than 400,000.00 Euro or equivalent, taking into account the tenderer’s commitments for other contracts.

A letter by the company’s bank confirming solvency must be provided to substantiate the above.

(e) Experienced managerial and site staff and qualified equipment to design, operate and execute the project in the time scale and costs required.

In addition a copy of the payment order with the full name and postal address of the potential bidder should be forwarded by telefax to ZGOS, for the attention of Mr. Zdravko Vac at the address below.

If requested, the documents will be promptly dispatched by courier, but no liability can be accepted for loss or late delivery.

Tenders must be accompanied by a tender security of Euro 50.000,- (fifty thousand Euros) or its equivalent in Kuna.

Tenders must be delivered to the office at the address below at or before 12:00 a.m. local time on Monday, 16 August 2005, at which time they will be opened in the presence of those tenderer’s representatives who choose to attend.
