Předmětem zakázky je poskytnout:
položka č. 1: údržbářské vybavení pro vodovodní a kanalizační sítě. To zahrnuje 1 bagr s hloubkovou lopatou, jeden 3,5 tunový autojeřáb, 1 nákladní vůz s dvojitou kabinou, který je plně vybaven různým nářadím a vybavením pro stavbu, 2 lehká vozidla pro stavební práce a kontrolu na stavbě, 1 víceúčelový tahač a jedno 3,5 tunové vozidlo vybavené pro „oddělení pro sledování výkonnosti sítě“ s nezbytným výcvikem;
položka č. 2: diagnostické a modelovací vybavení pro vodovodní a kanalizační sítě. To zahrnuje vkládací a ultrazvukové měřiče průtoku, snímače tlaku, zapisovací měřicí přístroje, korelátor, jedno plně vybavené vozidlo s průmyslovou televizí, detektor trubek, modelovací software v nezbytným výcvikem. Údržbářské vybavení pro kanalizační a vodovodní sítě. To zahrnuje jednu kombinovanou vyplachovací jednotku pro čištění kanalizace a odsavač kalu, 2 energetické jednotky pro staveniště, 1 tažný kompresor a vybavení pro ventilaci trubek před prohlídkami, vše s nezbytným výcvikem.

6.Description of the contract:
The subject of the contract is to provide:
Lot 1: maintenance equipment for the water and sewerage networks. It includes 1 backhoe, one 3,5 ton lorry crane, 1 double cabin lorry fully equipped with miscellaneous site tools and equipment, 2 light vehicles for works and intervention on site, 1 multi-use tow and one 3,5 ton vehicle equipped for the ‘Network efficiency department’ with the necessary training;
Lot 2: diagnostic and modelling equipment for water supply and sewerage networks. It includes insertion and ultrasonic flow meters, pressure sensors, loggers, correlator, one fully equipped CCTV vehicle, pipe tracer, modelling software with the necessary training. Maintenance equipment for sewerage and water supply networks. It includes one Combined Jetting unit for sewerage cleaning and sludge extractor, 2 power generating units for works site, 1 towing compressor and the equipment for the ventilation of the pipes before visits with the necessary training.
7.Number and titles of lots:
2 lots will be awarded:
— lot 1: maintenance equipment for the water and sewerage networks,
— lot 2: diagnostic, maintenance and modelling equipment for water supply and sewerage networks.
Terms of participation
8.Eligibility and rule of origin:
Participation is open on equal terms to all natural and legal persons, participating either individually or in a grouping (consortium) of tenderers, of the Member States of the European Union and the countries and territories of the regions covered and/or authorised by the Regulation or other specific instruments applicable to the programme under which the contract is financed (see also point 21 below). All goods supplied under this contract must originate in these countries.
Grounds for exclusion:
Tenderers must submit a statement to the effect that they are not in any of the situations listed in point 2.3.3 of the Practical Guide to contract procedures financed by the general budget of the European Communities in the context of external actions.
10.Number of tenders:
Tenderers (including firms within the same legal group, other members of the same consortium, and subcontractors) may submit only 1 tender for the contract. Submission or participation by a tenderer in more than 1 tender will result in the disqualification of all those tenders in which the party is involved. Tenderers may submit a tender for a variant solution in addition to their tender for the works required in the tender dossier.
When submitting their tender, tenderers must provide a tender guarantee of:
lot 1: EUR 7 600;
lot 2: EUR 4 400.
This guarantee will be released to unsuccessful tenderers once the tender procedure has been completed and to the successful tenderer(s) upon signature of the contract by all parties. This guarantee will be called upon if the tenderer does not fulfil all obligations stated in its tender.
The successful tenderer will be asked to provide a performance guarantee of 10 % of the amount of the contract at the signing of the contract. This guarantee must be provided no later than 30 days after the tenderer receives the contract signed by the contracting authority. If the selected tenderer fails to provide such a guarantee within this period, the contract will be void and a new contract may be drawn up and sent to the tenderer which has submitted the second best admissible tender.
13.Information meeting and/or site visit:
No information meeting is planned.
Tenders must remain valid for a period of 90 days after the deadline for submission of tenders.
15.Period of execution:
Within 3 months after signing the contract plus 1 year warranty period.
Selection and award criteria
1) Economic and financial standing of candidate(s) (firm or consortium):
a. The average annual turnover (EUR) of the applicant entity (the leader or the leader and the other members in consortium altogether in case of a consortium) must be higher than EUR 250 000 in each of the years 2002, 2003, 2004.
b. The average of the annual operating profit of the applicant entity (the leader or the leader and the other members in consortium altogether in case of a consortium) over the years 2002, 2003, 2004 must be positive.
The information shall be presented in the following format:
financial data; 2002; 2003; 2004;
leader; annual turnover (EUR);
annual operating profit (EUR);
partner; annual turnover (EUR);

2) Professional capacity:
a) The tenderer must provide evidence of manufacturer`s certification to ISO 9001 standard or equivalent for the supplies offered.
b) The bidder must provide evidence that facilities for warranty offered are available for the supplies offered through the relevant geographic areas.
3) Technical capacity of candidate(s) (firm or consortium):
For each lot tendered, the tenderer (firm or JV/consortium, all together) should have completed at least 2 contracts — during the last 5 years (2001 — up to the deadline for submission of offers) — where he has provided similar items as described below:
For lot 1: equipment for the ventilation of pipes before visits (similar to point 2), combined jetting unit for sewerage cleaning and sludge extractor (similar to point 7), and ‘double cabin lorry fully equipped with miscellaneous site tools and equipment (similar to point 9)’ totalling a minimum value of EUR 250 000.
For lot 2: CCTV vehicle fully equipped (similar to point 11), loggers of volumes, heights and flows (similar to point 19), and sampler for sewerage (similar to point 23) totalling a minimum value of EUR 150 000.

For the projects listed as relevant experience, the tenderer will provide letters of confirmation from the respective beneficiary (client) proving the successful completion of the project in question. Recommendations from the beneficiaries of the completed project are required.
Note: the value that will be taken into consideration in the evaluation of the compliance with the above criterion is the value of the supplies the tenderer in the present offer was responsible for in each of the references presented by him.
