This invitation for prequalification follows the general procurement notice for this project that appeared in UN Development Business No. 673 of 28 February 2006 and in dgMarket.
The Federal Government of Nigeria (FGN) has received a credit facility of US$ 200 million from the International Development Association (IDA) for the implementation of the Second National Urban Water Sector Reform Project (2nd Urban Water). The project would cover the States of Lagos and Cross River. The total investments for Cross River State will amount to about USD 50 million to be divided between Calabar and the three other urban areas of Ikom, Ogoja and Obudu.
The borrower intends to apply a portion of the project facility to fund eligible payments for the extension/densification of Calabar distribution network, under International Competitive Bidding (ICB). The Scope of Works will comprise:
Supply and laying of water supply pipes to cover approximately 500 km of sizes varying from OD 75mm – OD 315 mm and accessories, etc.
Construction of about 150 water kiosks and supply and installation of house connection, including pipes, accessories, conventional and pre-payment water meters for approximately 40,000 house connections.
The Cross River State Water Board intends to pre-qualify contractors and/or firms for extension/densification of the water distribution system in Calabar. It is expected that invitations for bid will be made in September 2006.
Prequalification will be conducted through prequalification procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004, and is open to all bidders from eligible source countries.
Interested eligible applicants may obtain further information from and inspect the prequalification document at the Cross River State Water Board at the address below from 0900 to 1600 hours. A complete set of the prequalification document in English may be purchased by interested applicants on the submission of a written application to the address below and upon payment of a nonrefundable fee of NGN 50,000 or US$ 350. The method of payment will be in cash or bank draft, in favor of the Cross River State Water Board Ltd.
Applications for prequalification should be submitted in sealed envelopes, delivered to the address below by 25 August 2006, and be clearly marked “Application to Pre-qualify for Extension/Densification of Water Distribution System in Calabar (Contract No. CR/ II NUWSRP/IFP/01).
