Implementation of the Plant Protection Products Regulation (PPP)
On 7 June 2018, the ENVI Committee will jointly consider the draft report aiming
at analysing the application of the PPP Regulation since it entry into force on
14 June 2011 and the EPRS European Implementation Assessment which served as a
basis for the implementation report.

The PPP Regulation has two general objectives: to ensure a high level of protection for humans, animals and environment and to "improve the functioning of the internal market through harmonisation", while providing clearer rules to make the approval process for plant protection products more effective.
The Regulation aims to clarify, harmonise, simplify and accelerate procedures linked to PPPs. It also introduces a number of strict cut-off criteria for the approval of active substances at EU level. Member States are also allowed to apply the precautionary principle where there is scientific uncertainty as to the risks posed by the PPPs to human or animal health or the environment. Yet, in his draft report, the Rapporteurs raises a number of concerns linked to implementation of the regulation for example with respect to the use of derogations, insufficient harmonisation and transparency. AGRI and PEST members have also been invited to participate to the joint debate.
