This invitation for bids follows the general procurement notice for this project that appeared in UN Development Business No. 568 of 16 October 2001.
The Russian Federation has received a loan from the International Bank for Reconstruction and Development (IBRD) toward the cost of the Municipal Water and Wastewater Project, and it intends to apply part of the loan proceeds to payments under the contract for the construction of pumping station facilities for Volkhov Vodokanal.
The Central Project Implementation Unit of the National Foundation for Housing Reform (CPIU) acting on behalf of the Volkhov Vodokanal now invites sealed bids from eligible bidders for the following:
Component A: Construction of pumping station facilities (District PS-3) including pump station building, 2 (two) clean water tanks, 2 (two) adsorption filters, and pipelines for connection of the new pumping station to the existing water mains and service utilities
Component B: Installation of 1 (one) variable speed drive unit and controls for regulation of pumpsets No. 4 and 5 (320 kW) at Secondary Pump Station at the Volkhov Water Treatment Plant (WTP)
Component C: Installation of backwash water recycling facilities at the Volkhov WTP including piping, valves, recycle pumps, electrical and control systems
Bids shall include all three components, A through C, to be considered valid.
Bidding will be conducted through the international competitive bidding procedures as specified in the World Banks Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from eligible source countries as defined in the guidelines.
Interested eligible bidders may obtain further information from the CPIU and inspect the bidding documents at the address below on workdays from 1000 to 1700 hours.
A complete set of the bidding documents in the English language may be purchased by interested bidders on submission of a written application to the address below and upon payment of a non-refundable fee of US$ 100 (VAT included) or its equivalent in RUB at the exchange rate notified by the Central Bank of the Russian Federation on the date of payment. On request, the document will be sent by courier mail service at the recipient?s expense. The method of payment for the documents and optional courier mail will be direct deposit into one of the two following accounts:

Bids must be delivered to the address below on or before 1500 hours (Moscow time) on 5 December 2002, and be accompanied by a security in the amount of US$ 20,000 or an equivalent amount in RUB or in a freely convertible currency. They will be opened immediately thereafter, in the presence of the bidders who choose to attend, at the same address. Late bids will be rejected.
