The World Bank intends to finance the assignment/services described below under a trust fund from the Global Partnership on Output-Based Aid. The proposed OBA project is supporting an existing activity, the Yerevan Water and Wastewater Project (YWWP), a US$ 20 million IDA credit, the objective of which is to provide Yerevan with safe and continuous water supply while reducing environmental pollution.
The supporting OBA services include (i) support to Government of Armenia (GoA) to define how the YWWP water and wastewater services lessee will bill and collect payment from OBA recipients, and (ii) development of a Project Implementation Guidelines report and draft Grant Agreement. The OBA project will finance safety nets for the lower income earners in the YWWP service area through the payments of subsidies to those meeting the eligibility criteria.
For such technical expertise, the World Bank now invites eligible consultants to indicate their interest in providing the services. It is expected that the services would be required for a period of 6 weeks (maximum) commencing on or around June 1, 2005.
Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.
Consultants will be selected in accordance with the procedures set out in the World Bank`s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004. Interested consultants may obtain further information at the address below from 9:00 AM to 5 PM.
Expressions of interest must be delivered to the address below by May 11, 2005.
