Anotace tendru:

Generální ředitelství Iller Bank (Turecko) obdrželo od Mezinárodní banky pro rekonstrukci a rozvoj (IBRD), která je součástí skupiny Světové banky (WB), půjčku na financování projektu obecních služeb. Část prostředků alokovala banka obci Ödemis na financování sub-projektu s názvem „Čistírna odpadních vod a úpravna pitné vody“. Vhodní zájemci o účast ve výběrovém řízení na výstavbu (dodávky a instalaci) čistírny odpadních vod s kapacitou 20,000 m3/den (podrobnosti viz níže) k zakoupení kompletní tendrové dokumentace v angličtině, a to na základě písemné žádosti a po zaplacení nevratného poplatku ve výši 200,- EUR na druhé z níže uvedených adres. Nabídky musí být podány nejpozději do 28. dubna 2008 do 14:00 na druhou z níže uvedených adres. Nabádka musí mít platnost nejméně 120 dní. Spolu s nabídkou musí být poskytnuta záruka za nabídku ve výši 160.000,- EUR.

This invitation for bids follows the general procurement notice for this project that appeared in UN Development Business, issue no. 659 of 31 July 2005.

The General Directorate of Iller Bank has received loan from the International Bank for Reconstruction and Development toward the cost of the Municipal Services Project. Iller Bank allocated some part of the loan to Ödemis Municipality (herein after called Sub-Borrower) for the finance of the sub-project titled “Waste Water and Drinking Water Treatment Plants”. Ödemis Municipality intends to apply part of the proceeds of this loan to payments under the contract for "Supply and Installation Drinking Water Treatment Plant and Waste Water Treatment Plant of Ödemis Municipality (ODE-W1)".

The sub-borrower Ödemis Municipality now invites sealed bids from eligible bidders for supply and installation of a Wastewater Treatment Plant for a future capacity of 20,000 m3/day having activated sludge process, including construction works, procurement of equipment, installation, commissioning and putting into operation and a Drinking Water Treatment plant consisting of cascade aeration, rapid mixing, flocculation , clarification , filtration, disinfection, water storage, sludge thickening and dewatering for a capacity of 24,000 m3/day. The design and construction for the drinking water treatment plant is 12 months including the pre-commissioning and commissioning, excluding 365 days defects liability period. The design and construction of the wastewater treatment plant is 18 months including the pre-commissioning and commissioning, excluding 365 days defects liability period. The contractor obliged to operate the treatment plants during the defects liability period.

The proposed wastewater treatment plant shall be based on extended aeration process and should include; emergency overflow weir, inlet pumping station, coarse and fine screenings, grit removal, aeration, sedimentation, sludge dewatering, auxiliary facilities and buildings. Sludge stabilization shall take place in aeration tanks and stabilized sludge shall be dewatered up to min. 25% solid content.

Drinking water treatment plant shall be designed and constructed as concrete units as described above, and also an administrative building with laboratory and other facilities shall be included.

All items required in the Technical Specifications must be quoted for; otherwise, the bid may be evaluated by the Employer as non-responsive.

Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (May 2004 revised October 2006), and is open to all bidders from eligible source countries as defined in the guidelines. Minimum postqualification criteria that shall be taken into consideration during the evaluation will be:
• Average annual turnover from civil works contracting activities shall be equal or larger than 5.0 million EUR or equivalent over the last five (5) years;
• Financial resources and access to finance of not less than 1.5 million EUR or equivalent;
• Having completed at least 2 projects one being Drinking Water Treatment Plant with capacity of min. 24,000 m3/day having the similar process with the proposed plant and one being Waste Water Treatment Plant with capacity of min. 20,000 m3/day having the similar process with the proposed plant within the last 10 years;
• Having qualified staff to perform the contract within the given construction period;

The evaluation of Bids will take into consideration the Bid Prices as well as operational expenses over a 15 years period.

Interested eligible bidders may obtain further information from Ödemis Municipality and inspect the bidding documents at the first address given below from 9:00 to 17:00 hours (local time) on working days.

The Bidders may, upon written application to the second address below, may purchase the Bid Documents for a cost of EUR 200 (including VAT) or equivalent in any other hard currency which is to be deposited at Euro account at Ziraat Bankasi, Ödemis Branch account no: 13831842-5012 referring also to Contract No. ODE-W1. The fee deposited for purchasing the Bid Documents shall by no means be returned. If requested, Bid Documents may be delivered by courier upon submission of above Bank receipt and if cargo cost born by the receiver.

Bids with a validity period of 120 days must be delivered to the second address below on or before 28 April 2008 at 14:00 hours (local time). All bids must be accompanied by a bid security of EUR 160,000 or the equivalent amount in a freely convertible currency calculated 28 days before the day of Bid opening based on the cross currency rates published by the Central Bank of Turkey at www.tcmb.gov.tr with the beneficiary “Ödemis Municipality” and with a validity of 148 days. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the third address below on 28 April 2008 at 14:15 hours (local time).
