description: The subject of the contract is the delivery and installation by the
supplier of the following goods: a) vehicles and other equipment for the
operation and maintenance of a solid waste landfill at Daibe (compactor,
front-end loader), b) vehicles and other equipment for the collection, transport
and storage of solid waste (2 waste collection vehicles, waste collection
containers, panelled minibus for transportation of containers). The contractor
in the frames of the contract shall provide the full training programme on site
in the operation and maintenance of all supplied vehicles and equipment. 7.
Number and titles of lots: One single lot. Conditions of participation 8.
Eligibility and rule of origin: Participation is open on equal terms to all
natural and legal persons [participating either individually or in a grouping
(consortium) of tenderers] of the Member States and the countries and
territories of the regions covered and/or authorized by the regulation or other
specific instruments applicable to the programme under which the contract is
financed (see 21). All goods provided for this contract must originate in these
countries. 9. Grounds for exclusion: Tenderers must provide a declaration that
they are not in any of the situations listed in Section 2.3 of the Manual of
Instructions for External Relations contracts (available from the following
Internet address: http://europa.eu.int/comm/europeaid/index_en.htm). 10. Number
of tenders: Tenderers (including firms within the same legal group, other
members of the same consortium and subcontractors) may submit only one tenders
for one or several lots. Any tenderer may state in their tender that they would
offer a discount in the event that their tender is accepted for more than one
lot. Tenderers may not provide a tender for a variant solution in addition to
their tender for the supplies required in the tender dossier. 11. Tender
guarantee: Tenderers must provide a tender guarantee of fifteen thousand euro
(15 000 EUR when submitting their tender. This guarantee will be released to
unsuccessful tenderers once the tender procedure has been completed and to the
successful tenderer(s) upon signature of the contract by all parties. This
guarantee will be called upon if the tenderer does not fulfil all obligations
stated in its tender. 12. Performance guarantee: The successful tenderer will be
requested to provide a performance guarantee of 10% of the contract value in
euro when countersigning the contract. This must be delivered within 30 days
after receipt by the tenderer of the contract signed by the contracting
authority. If the selected tenderer fails to provide such a guarantee within
this period, the contract will be void and a new contract may be drawn up and
sent to the tenderer which has submitted the next most economically
advantageous, compliant tender. 13. Information meeting and/or site visit: A
mandatory information meeting will be held on August 27th, 2002 at 10.00
(Latvian time) or other dates, which will be given in the letter of invitation
to tender accompanying the tender dossier. The event will take place at the
office of the beneficiary - Non-profit organization Ziemelvidzeme Waste
Management Organization Ltd., Rigas iela 32, Valmiera, LV-4201 Latvia. 14.
Tender validity: Tenders must remain valid for a period of 90 days after the
deadline for submission of tenders. 15. Maximum delivery period: 182 calendar
days. Selection and award criteria 16. Selection criteria: If the tender has
been submitted by a consortium, the nationalities of all consortium partners
must be eligible. The following criteria will be evaluated to confirm compliance
with the criteria stated in the tender dossier: 1: Economic and financial
capacity: - the annual turnover of the tenderer must exceed 2 300 000 EUR (in
case of establishing a consortium, the total annual turnover of the leading
company must be more than 1 500 000 EUR and the total turnover of the partners
should not be less than 800 000 EUR); - the average annual operating profit of
the tenderer(s) must be at least 3% of the average annual turnover and positive
in past 3 years; - the equity ratio (total debt/equity) of the tenderer(s) must
not exceed 2. 2: Professional capacity: - tenderers are specialized in the
following fields: the supply of the equipment for the collection and landfilling
of the solid household waste; - tenderers must have a minimum of 3 years
experience in execution of supplies of similar nature; - tenderers must have a
minimum of 3 years experience in training services of similar nature. 3:
Technical capacity: - tenderer have successfully completed as minimum 2 (with
contract value at least 700 000 EUR) supply contracts in the solid waste field
during the past 3 years with at least 50% of the contract value carried out. 4:
Compliance with technical specifications: - proposed supplies in accordance with
technical requirements set out in tender dossier; - supply programme and time
schedule must be provided; - 365 days warranty period is foreseen. 5: Ancillary
services as required: - the training programme is provided in accordance with
the requirements. Only those tenders which comply with the administrative and
technical criteria will be included in the financial evaluation. 17. Award

Contract description: The subject of the contract is the delivery and installation by the supplier of the following goods:
a) vehicles and other equipment for the operation and maintenance of a solid waste landfill at Daibe (compactor, front-end loader),
b) vehicles and other equipment for the collection, transport and storage of solid waste (2 waste collection vehicles, waste collection containers, panelled minibus for transportation of containers). The contractor in the frames of the contract shall provide the full training programme on site in the operation and maintenance of all supplied vehicles and equipment.
