Nature of contract: Study.

Contract description: The prepare a comprehensive and optimized work plan in order to perform at the
same time both the retrieval of waste packages that might be supercompacted, and second the retrieval
of waste packages that are giving radiological concern.
One of the key tasks includes the assessment of waste retrieval routes. The plausible retrieval routes
identified should be assessed according to the criteria indicated in the scope of the project. The relative
importance of the selection criteria would also need to be established and represented by individual
weighting factors. To complete this process a sensitivity analysis should be undertaken to determine how
robust the scoring is to change. This approach can be applied to all the preferred options or just the top
few scoring options if a clear group of preferred retrieval routes has emerged. The preferred option(s) can
be developed to produce the necessary detailed planning required in order for the operator to implement
the measures in full compliance with all relevant legislation and safety criteria.
All equipment and instrumentation needed to retrieve waste packages and possibly to characterize them
should be listed. This would include civil works for the opening and closure of the vaults, equipment
needed to retrieve the relevant waste packages, measuring instruments to characterize each individual
package, on-site transport means to move waste packages to the super-compactor and/or storage
facility, set of glove-boxes to sort out radioactive items contained in waste packages, repackaging of
waste after compaction, cementation, transport means to store the waste packages of concern in an
off-site facility, etc.

Maximum budget: 300 000 EUR.

Conditions of participation
11.
Eligibility: Participation is open on equal terms to all natural and legal persons of the Member States and
the countries and territories of the regions covered and/or authorized by the Regulation or other specific
instruments applicable to the programme under which the contract is financed (see 28).
12.
Candidature: All eligible natural and legal persons (as per 11) or groupings of such persons (consortia)
may apply.
A consortium may be a permanent, legally established grouping or a grouping which has been constituted
informally for a specific tender procedure. All members of a consortium (i.e. the leader and all other
partners) are jointly and severally liable to the contracting authority.
The participation of an ineligible natural or legal person (see 11) will result in the automatic exclusion of
that person. In particular, if that ineligible person belongs to a consortium, the whole consortium will be
excluded.
13.
Number of applications: Candidates (including firms within the same legal group, other members of the
same consortium, and subcontractors) should submit only one application for the current contract lot,
whatever the form of participation (as an individual candidate, or as leader or partner of a consortium
candidate).
In the event that a natural and legal person submits more than one application, all applications in which
that person has participated will be excluded.

Shortlist alliances prohibited: Any tenders received from tenderers comprising firms other than those
mentioned in the shortlisted application forms will be excluded from this restricted tender procedure.
Shortlisted candidates may not form alliances or subcontract to each other for the contract in question.
15.
Grounds for exclusion: As part of the application form, candidates must declare that they do not fall into
any of the categories listed in Section 2.3 of the Manual of Instructions for External Relations contracts
(available from the following Internet address: http://europa.eu.int/comm/europeaid/index_en.htm).
16.
Subcontracting: Subcontracting is allowed up to 30% of the total contract value.
17.
Number of candidates to be shortlisted: On the basis of the applications received, at least 4 and at most
8 candidates will be invited to submit detailed tenders for this contract.

Selection and award criteria
21.
Selection criteria: 1: Economic and financial standing of candidate(s) [based on item 3 of the application
form]:
(a) total annual turnover of the consortium must exceed 2 times the maximum budget of the contract in
each of the past 2 years;
(b) annual operating profit of each member of the consortium must not be negative in each of the past 2
years.
2: Professional capacity of candidate(s) [based on items 4 and 5 of the application form]:
(a) total average number of permanent staff of the consortium must be a minimum of 30 for each of the
past 2 years;
(b) at least 20% of all permanent staff working for the candidates currently work in fields related to this
contract.
3: Technical capacity of candidate(s) [based on items 5 and 6 of the application form]:
(a) candidates (the leader or at least one consortium partner) have worked on at least one major project
with a value of at least 200 000 EUR, where at least 30% of the contract value was carried out by the
candidate in question;
(b) candidates must demonstrate wide experience in the following fields: nuclear waste management,
environmental remediation, safety analysis.
22.
Award criteria: As specified in the tender dossier annexed to the letter of invitation to tender, which will
be sent to shortlisted candidates.

Deadline for applications: November 25, 2002 at 16.00.
Any application received after this deadline will not be considered.
24.
Application format and details to be provided: Applications must be submitted using the standard
application form (available from the following Internet address:
http://europa.eu.int/comm/europeaid/index_en.htm), in English, whose format and instructions must be
strictly observed.
Any application which does not observe these provisions will be automatically eliminated. Any additional
documentation (brochure, letter, etc.) sent with an application will not be taken into consideration.
