This Invitation for Tenders follows the General Procurement Notice for this project, which was published on the EBRD Web site on 27th May 2002 and updated in Procurement Opportunities, 14th April 2003.

Joint-stock Company “Kauno Vandenys” (the Employer) has received a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of Petrasiunai Wellfield Water Purification Project.

The Employer now invites sealed tenders from contractors for the following single-responsibility contract to be funded from part of the proceeds of the loan:

Supply, Installation, Testing and Commissioning of a Water Purification Plant (WPP) to treat groundwater from the Petraši?nai wellfield at Kaunas, Lithuania. The Facility will be located at a compound owned by the Employer in Chemijos Street in the ?aliakalnis industrial estate in Kaunas, and which presently accommodates the Pramones booster pumping station. The new Facility will be constructed so as to make use of an existing building on the site previously used to accommodate pumps and pressure filters for supply to the industrial area. The new Facility will receive untreated water pumped from the Petraši?nai wellfield and will be required to deliver at least 32,000 m3 per day of treated water complying with Lithuanian drinking water quality standards, to existing potable water reservoirs on the site. The successful Contractor will be responsible for the following :

(i) demolition and removal of existing equipment and structures within and around the existing building,

(ii) refurbishment and improvement of the existing building and associated structures,

(iii) site improvements, including landscaping, roads, drainage, lighting and security

(iv) the supply, installation, testing and commissioning of the WPP, including: -

an aeration system,
first and second stage filtration systems,
backwashing, interstage pumping and washwater storage systems,
hypochlorite storage and dosing systems,
chlorine contact tank,
pipework, valves and meters,
instrumentation, control and automation equipment,
building services, including heating, ventilation and air conditioning,
and including training for operating and maintenance personnel

Tenderers must meet the following minimum criteria:

a) Demonstrate an annual turnover for the last two years equivalent to at least Euro 7 (seven) million per annum

b) The Tenderer should demonstrate that he has available or access to, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the cash flow for a period of three months, estimated as Euro 660,000 (Six hundred and sixty thousand) or equivalent.

c) Tenderers must demonstrate that they have successfully carried out at least two supply and installation contracts for water treatment works similar in size and capacity in the last 5 (five) years.

d) Tenderers must demonstrate they have, are, or, in the event of a contract award, will be suitably licensed by the Lithuanian authorities to carry out the installation in Lithuania.

Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from all countries. The proceeds of the Bank’s loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.

Tender documents may be obtained from the address below upon payment of a non-refundable fee of 691 (Six hundred and ninety one) Lithuanian Litas or 200 (Two hundred) Euro. The method of payment will be by bank transfer to one of the accounts listed below.

Upon specific request the documents may be sent by a courier service, provided that the applicant covers related expenses. The documents will be sent by courier if requested, but no liability can be accepted for loss or late delivery, or may be collected from the office stated below.

All tenders must be accompanied by a Tender Security of 90,000 (ninety thousand) Euro or its equivalent in a convertible currency, and must be delivered to the address below on or before 17th of February 2004, 14.00 o’clock (local time), at which time they will be opened in the presence of the tenderers’ representatives who wish to attend.

Tenderers may attend a pretender meeting which will be held in Kaunas at the project site (Chemijos str. 9b, Kaunas) on the 6th of January 2004, 10.00 o’clock (local time). Tenderers wishing to attend should contact the Project Implementation Unit.
