posted online (see below). The Democratic Republic of Congo has requested a
credit from the International Development Association (IDA) for a multi sector
emergency rehabilitation and reconstruction project, and it intends to use a
part of the credit proceeds to finance the contract for Environmental and Social
Safeguard Consulting Services. The objectives of the project are to assist the
Democratic Republic of Congo (DRC) to (a) start rebuilding agricultural
production and enhance food security, (b) reconstruct and rehabilitate critical
infrastructure, (c) restore essential social services and build community
infrastructure, and (d) strengthen capacity of government to formulate,
implement, and manage medium and long-term development programs. The project
will be among the first to be implemented as the DRC emerges from a long period
of instability and economic decline toward a period of recovery. The project
will be countrywide, with activities restricted only where the local security
situation would make supervising the activities difficult. The project will be
prepared and implemented within the framework of a single operation to
facilitate implementation and supervision. The project will be implemented
through four components: Rehabilitation and reconstruction of critical
infrastructure Agriculture, social services and community development
Development of the medium and long term sector development strategies, capacity
building and institutional reform Management, monitoring and evaluation of the
implementation of the program and the IDA-financed project The Government wishes
to recruit the services of an internationally-qualified environmental consulting
firm who will work with the Government to ensure that the above program is
carried out in an environmentally and socially sound manner, and that the IDA
funded investments and activities comply with the World Bank Safeguard Policies.
Because the project is multi-sectoral in nature, and not all the subproject
investments are known at this time, a programmatic process for environmental and
social assessment (including screening and categorization), review, approval and
monitoring will be put in place and implemented over the three year life of the
project. Because local capacity for environmental and social management is
currently weak, an environmental consulting firm will manage and oversee the
Environmental and Social Management Process, while providing institutional
strengthening and on-the-job training services throughout the project period.
The environmental consulting firm will work closely with the implementing
agencies and the Bank to develop procedures that will improve subproject quality
and sustainability through compliance with safeguards. This will be done in such
a way as to facilitate time- and cost-efficient subproject planning, approval
and implementation procedures. The consultant will be selected in accordance
with the procedures set out in the World Bank’s Guidelines: Selection and
Employment of Consultants by World Bank Borrowers, January 1997 (updated
September 1997 and January 1999). Interested consultants must provide
information indicating they are qualified to perform the full range of services
required (brochures, description of similar assignments, experience in similar
conditions, availability of appropriate skills among staff, etc.). Interested
