posted online (see below). The Government of the United Republic of Tanzania has
applied for credits in various currencies from the International Development
Association (IDA) and other financiers toward the cost of the Rehabilitation and
Extension of the Dar es Salaam Water Supply and Sewerage Systems. It is intended
that part of the proceeds of the IDA credit will be used for eligible payments
for the provision of combined financial and technical audit services to DAWASA
as described below. DAWASA is currently responsible for provision of water
supply and sewerage services in Dar es Salaam. In the future, DAWASA will
contract its technical and commercial operations to a private operator within a
framework of a ten-year ?Lease Contract?. The audit services are scheduled to
take place over a period of five years executed under a five year contract. They
will include: (i) independent financial audits of DAWASA?s financial statements,
special purpose financial statements for each financier credit, the private
operator loan, billing and collection by the private operator, and project
related payments to the private operator and other contractors; (ii) independent
technical audits of the private operator?s performance under the Lease
Agreement, including installation of First Time Water Supply Connection Fund
connections and implementation of the Delegated Capital Works Program; and (iii)
independent technical audits of DAWASA?s processes and procedures under the
Development and Lease Contracts. Expressions of Interest are now invited from
firms from the World Bank member countries. Interested consulting firms must
provide information that include: (i) firm?s general experience in the
assignment; (ii) firm?s specific experience in the assignment; (iii) list and
give a brief description of up to five similar assignments undertaken in the
last five years, and the names and addresses of contact persons who supervised
them; (iv) experience under similar conditions; and (v) availability of
appropriately qualified and competent personnel for the assignment. Consulting
firms may opt to form a consortium to enhance their qualifications. However, a
financial audit firm must be the prime consultant. DAWASA will contract with the
financial audit firm for the provision of both financial and technical audit
services. The financial audit firm will sub contract the technical audits to
engineering consulting firm. DAWASA will prepare a short list of qualified firms
from among those that have sent expressions of interest. The request for
proposals will be later distributed to the short-listed firms. A consultant will
be selected in accordance with the procedures set out in the World Bank?s
Guidelines: Selection and Employment of Consultants by World Bank Borrowers
January 1997 (revised September 1997, January 1999 and May 2002). Interested
consulting firms may request further information from the Director of Finance,
Dar es Salaam Water and Sewerage Authority at the address below, during office
hours from 0800 to 1600 hours (local time) Mondays through Fridays. Expression
of interest in English must be delivered to DAWASA at the address below at or
before 1000 hours (local time) on 30 November 2002 and clearly marked ?Statement
of Expression of Interest for Combined Financial and Technical Audit Services.?
