This Invitation for Tenders follows the General Procurement Notice which was published in Procurement Opportunities, the European Bank for Reconstruction and Development EBRD website, on 3 August 2004, and further updated on the EBRD website on 1 August 2005 and in Bulgarian newspaper “Monitor” on 2 August 2005.
Kozloduy Nuclear Power Plant (KNPP), hereinafter referred to as the Purchaser, intends using a Grant from the Kozloduy International Decommissioning Support Fund (KIDSF) administered by the EBRD (the Bank) and KNPP own finances towards the cost for the supply of a facility for treatment and conditioning of solid radioactive wastes with a high volume reduction factor.
The Purchaser now invites sealed tenders from potential Suppliers for the following contract to be funded from the Grant:
Technology, design, engineering, fabrication, licensing, inspection, supply, shipping, documentation, analyses, installation and testing of systems, materials, equipments and components, training, commissioning, quality assurance and other associated activities needed to provide a safe, complete and operational facility for treatment and conditioning of solid radioactive wastes with a high volume reduction factor.
The estimated contract award is 3rd quarter of 2006. The contract shall be completed within 186 weeks from the commencement date.
Tendering for contracts is open to firms from all eligible countries as of 1 January 2005. These are: Austria, Belgium, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Slovak Republic, Slovenia, Spain, Sweden, Switzerland, United Kingdom and all so-called PHARE countries and the EBRD`s countries of operation.
The proceeds will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.
To be qualified for the award of a contract, tenderers will have to demonstrate to the Purchaser that it substantially satisfies the requirements detailed in the Instructions to Tender and Tender Data regarding its recent relevant experience and capabilities to provide such systems and equipment.
Tender documents may be obtained from the office at the address below upon payment of a non-refundable fee of two hundred and fifty Euro (€ 250) or equivalent in Bulgarian Leva or a convertible currency by cash or bank transfer to the following bank accounts:

Upon written request, the documents will be promptly despatched by courier, but no liability can be accepted for loss or late delivery.
All tenders must be accompanied by a tender security of one hundred thousand Euros (€ 100,000) or its equivalent in a convertible currency.
Tenders must be delivered to the office at the address below on or before 04.00 PM (local Bulgarian time) on 21 March 2006.
Tenders delivered after this deadline will be rejected and returned unopened.
On 22 March 2006, at 11.00 AM (local Bulgarian time) the tenders will be opened in the presence of those tenderers’ representatives who choose to attend.
