This request for expressions of interest follows the general procurement notice for this project that appeared in UN Development Business No. 587 of 31 July 2002.
The NOGC \"Kazakhoil\" has received a loan from the International Bank for Reconstruction and Development in various currencies and has on-lent these funds under a Sub-Loan Agreement to OJSC Uzenmunaigas (UMG) toward the cost of the Uzen Oil Field Rehabilitation Project, and it intends to apply part of the proceeds of this loan to payments under the contract for Project Management Supervision Services.
The consulting services will be required from October 2003 through May 2005.
A Project Management team is required to represent all UMG interests in the conduct of the Supply and Install Contract. The Project Manager will be the sole point of contact between UMG and the Supply and Install Contractor. In addition, the Project Manager shall ensure that the Supply and Install Contractor, and any Subcontractors engaged in the Supply and Install Contract, comply with all contractual undertakings and provide a completed facility to UMG on schedule and within budget to the specified standards of quality.
The scope of the Supply and Install Contract includes the replacement of approx. 160 reservoir pressure maintenance water flow lines and installation of a seawater treatment plant, injection pumps, manifolds, and measuring and control systems to inject approx. 25,000 m3 per day treated Caspian seawater for reservoir pressure maintenance. Also, one field production gathering station capable of handling approx. 2000 m3/day produced fluids and associated gathering flow lines and metering systems will be replaced and new trunk lines installed to convey produced fluids to the field processing facility. The delivery / construction period is 15 (fifteen) months.
UMG now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.
A consultant will be selected in accordance with the procedures set out in the World Bank?s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997, (revised September 1997 and September 1999).
Interested consultants may obtain further information from the office of UMG in Zhanaozen between 0900 and 1600 hours, or by submitting a request by fax, e-mail or hard copy to the address given below.
