The Government of the Lao People’s Democratic Republic has received a Grant from the International Development Association (IDA), and intends to apply part of the funds to cover eligible payments for the survey, design, construction oversight and operation supervision of waste water treatment and sludge management at two central hospitals (Mahosot and Mittaphab) and three Provincial hospitals (Bolikhamxai, Khammouane and Salavan).
The project management unit now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochure, description of similar assignment, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.
A consulting firm will be selected with the method of CQS in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers.
Qualifications of the Consultant
This assignment will be conducted by a consultant (or a consulting team), each member having an experience in the following areas:
Civil engineering or environmental engineering degree with a minimum of 15 years of experience in the areas of evaluation and conceptual design of wastewater collection, treatment, and sludge management systems.
Civil engineering or environmental engineering degree with a minimum of 15 years of experience in the areas of design and specification package preparation for wastewater collection, wastewater treatment, and sludge management systems.
Civil engineering degree with a minimum of 10 years of experience in the areas of construction oversight for wastewater collection, wastewater treatment, and sludge management systems.
Civil engineering, mechanical engineering, or environmental engineering degree with a minimum of 10 years of experience in the areas of operation supervision for wastewater collection, wastewater treatment, storm water management, sludge management systems.
Experience in Lao PDR is desirable.
All consulting firms are invited to submit one original and two copies of the proposed document to the Project Management Unit (PMU):
(a) Clear copies of licenses for undertaking the work
(b) Relevant recent company experience with health facilities building planning and design in LAOS or other countries in the region and certified by the client
(c) A list of potential project team leaders and a brief description of their prior experience and skills
(d) Financial statement of Company
