It was only released about an hour ago so analysts are still getting their heads around it, but early observations include that it explicitly mentions the phaseout of fossil fuels (seen as a step forward), emphasises the Paris agreement target of 1.5C above pre-industrial levels (rather than focusing on the lower 2C target) and criticises developed countries for their failure to meet the $100bn annual target of climate finance for developing countries promised in Paris in 2015.Greenpeace International's executive director, Jennifer Morgan, was one of the first to react: "This draft deal is not a plan to solve the climate crisis, it's an agreement that we'll all cross our fingers and hope for the best. It's a polite request that countries maybe, possibly, do more next year.
