The prime minister, Anthony Albanese, has accused opposition leader Peter Dutton of 'dog whistling' during a fiery debate in question time. Dutton asked Albanese about Australia's recent commitment to the climate loss and damage fund, which draws on contributions from wealthy countries to help developing countries bear the costs of climate-fuelled impacts.
