This Invitation for Tenders follows the updated General Procurement Notice for this project, published on the Web site of EBRD on 1 November 2002.
The State Unitary Enterprise Vodokanal of St. Petersburg, hereinafter referred to as the Purchaser, intends to use part of the proceeds of a loan from the European Bank for Reconstruction and Development (hereinafter the EBRD) towards the cost of the St. Petersburg Water and Environmental Services Project.
Tendering for contracts to be financed with the proceeds of the loan from the EBRD is open to firms from any country. The proceeds of the Banks loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.
The Purchaser now invites sealed tenders for the following contract to be funded from part of the proceeds of the loan:

The above goods are to be delivered to the Purchasers various sites located in the city of St. Petersburg, Russia.
Associated Services include provision of specialist staff on a Day Work basis to assist Vodokanal staff with the installation and testing of the Goods.
Any tenderer offering goods that are not certified for installation and use in Russia must, in order to qualify for contract award, commit itself to obtain for such certification before contract award.
Tender documents may be obtained by a duly authorised representative of a tenderer from the Purchasers office at the address below upon submission of a written application for purchase of tender documents and payment of a non-refundable fee of Russian Roubles (RUR) 3 000, including VAT, or the equivalent in United States Dollars (USD) . Tenderers wishing to receive the Tender Documents by courier are required to make a payment of a non-refundable fee of RUR 5 040, including VAT, or the equivalent in USD. The documents will be promptly despatched, but no liability can be accepted for loss or late delivery. Payment may be made by payment transfer into one of the two accounts below:

All tenders must be accompanied by a tender security in an amount of EUR 50,000 and denominated in the currency of the tender, any other freely convertible currency, or Russian Roubles.

Tenders must be delivered to the office at the address below not later than 12.00 hours (local time) on 17 December 2002. Tenders will be opened at 12.30 hours (local time) on the same day and at the same address in the presence of those tenderers representatives who choose to attend.
